Lugansk - an unofficial scam capitol of Ukraine

Ukraine is a young democratic independent state. It is too young to develop a good legislative and judicial working system. Corruption is too wide, it controls all! Some people and companies (luckily not all) can do whatever for money. The people's mentality is too much legging behind yet. It will take some time to overcome the crises. Now it is like America of 30s, maybe worse.

Of course, economically-motivated crimes in business sphere are on the rise, with foreign investors and businessmen frequently targeted by various criminal elements. Before Perestroika (early 90's), the Soviet Union was virtually crime-free, or at least appeared that way. The feared KGB kept everyone in line, and the few who did commit crimes were dealt with swiftly and severely, often being sent to work camps in Siberia, or worse. Now, however, the KGB does not exist. Crime is on the increase, but Ukraine still have very strict gun control, and punishment for illegal weapons is extremely severe.

Lugansk (Luhansk) is a typical representative of Ukrainian provincial towns, remote from Kiev-the-capital. 820 km away from Kiev, it opened to be rather big (400 thousand inhabitans), something awful, just what we call a 'hole'. It looks as 100 years ago.
Terribly uncosy, not friendly, dirty, tatty and absolutely shabby. Perhaps even God forgot about it. Locals seemed so lazy, dense and stupid, nobody knows nothing about their own town, no population quantity, no street names and building numbers.
Nobody knows nothing about the glory and famous history of their outstanding place. TOO, too bad. In all offices and shops there is a terrible smell of decomposition and ruining. Just awful.

Really, Lugansk is a very special city. Locals call it Lohansk It is from Russian slang "loh" [lo:h] - a stupid one, someone who is being easily scammed. Lohansk in Russian sounds by ear very much like Lugansk. Sounds 'g' and 'h' in Ukrainian sound the same, and o-u when not stressed sound very much alike too. Such funny pun.

This is the place of many professional Internet scammers, dozens of girls who live on American money. Support as 200 - 600 USD per month is a typical of a pretty girl (for letter translating, English classes and regularly 'broken' household appliances).

A girl is knew in Lugansk who has got an expensive car as a small present from her American 'internet lover'. Support as monthly 100-200 for a girl and her family is considered just 'for tips' (for some disabled brothers, some mysterious miserable black children of hers and so on).

The city of Lugansk is overwhelmed with 'professional interpreters' who translate tons of girl's and men's letters by internet. You can believe, there are some highly professional single female scammers. Just masters and artists. Every evil is punished sooner or later, and some of the amateur girls-scammers have already understood that, not without our efforts.

A lot of people, including girls, were killed for American money in Lugansk, one day it was 6 guys at once (murdered). Sometimes groups of people were tormented to death. Nobody knows exactly what for.
